In essence the Precinct Development Plan (PDP) is the local authority policy against which
all development in the Illovo Boulevard is evaluated.
Intaprop, the original developers (and now known as Kagiso Intaprop), worked
with residents and interest groups / stakeholders in the wider area for
many years to effect planned change for the area. The development rights
for the expansion of the Illovo node westwards - to its natural boundary
- were finally approved by the Local Authority in 1997, thereby creating
the 'Illovo Boulevard'. The guiding principles of the plan ensure control
and ongoing assessment of land-use in the precinct.
The Precinct Development Plan ensures:
- Integration of land uses
- Pedestrian orientation
- Safety in public spaces
- 24 hour precinct use
- The creation of a quality address
Commercial and investment sustainability The design principles of the Illovo Boulevard
are specifically aimed at creating a balanced and viable node which contains a mix of
uses within an aesthetically pleasing urban environment.
The Illovo Boulevard represents the first instance where a Precinct Development Plan was
implemented as a result of joint public/private sector involvement.
