The Precinct Development Plan (PDP) was put in place with the local authority to manage developments in the Illovo Boulevard. Intaprop, the original developers worked with residents and interest groups / stakeholders in the wider area for many years to effect planned change for the area. The development rights for the expansion of the Illovo node westwards - to its natural boundary - were finally approved by the Local Authority in 1997, thereby creating the 'Illovo Boulevard'. The guiding principles of the plan ensure control and ongoing assessment of land-use in the precinct.

Commercial and investment sustainability The design principles of the Illovo Boulevard are specifically aimed at creating a balanced and viable node which contains a mix of uses within an aesthetically pleasing urban environment.
The Illovo Boulevard represents the first instance where a Precinct Development Plan was implemented as a result of joint public/private sector involvement.
